Yes. Weapons developed during your first playthrough can carry into the next one. The announced purpose is to let you use late-game weapons against earlier encounters, where you originally had fewer tools and fewer build options.
This confirms weapon carry over. It is not a complete transfer list for every currency, quest item, consumable, or exploration flag. Those categories should not be assumed to follow the same rule.
Bring late weapons into earlier encounters
Some weapons are associated with powerful enemies encountered late in the story. During a first run, acquiring them near the end leaves little campaign time to explore their use. New Game Plus provides more opportunities to use that developed arsenal.

Weapon carry over concerns your developed arsenal; this is an equipment view, not a transfer screen.
A carried weapon can change the approach to a familiar fight. For example, an option that handles shields or gives a different attack range may let you solve a problem differently. That is the reason to think about your preferred combinations before starting another run, rather than treating the mode only as a fresh story restart.
Know what is and is not added
The pre-release explanation says additional playthroughs do not add a separate set of new weapons or a new story campaign. Their appeal is the freedom to apply an expanded arsenal through the existing encounters.
Sixty-Six Days is also described as a later-run challenge using your accumulated development, but its death limit is a separate decision. Weapon carry over does not mean you must choose that challenge to continue playing.
Before you start the next run
Read the transition warning and save options in your own copy. The exact New Game Plus transition and whether a save can return to the previous run afterward remain unverified. Keep the confirmed weapon-transfer rule separate from those unanswered save-management details. These are announced pre-release rules, not a completed retail inheritance test.
